The U.S. Secretary of Defense, Ashton Carter is on a European Tour and has confirmed on Sunday that the United States and its NATO allies are prepared to assist with military if Russian President Vladimir Putin does not change course. Russia has annexed Crimea and intervened in the Ukraine in order to claim territories and because of that, NATO allies have been pushed to make a series of military moves with exercises and the creating of a NATO rapid response force. The recent changes in NATO have been made in order to prepare and make solutions for longer tensions with Russia. The U.S. and China will launch the seventh Strategic and Economic Dialogue in Washington this Tuesday in order to discuss financial and political strategy. The Dialogue will be held in a joint session with the sixth U.S. and China High Level Consultation on People-to-People Exchange for issues such as security and economy. The United States are planning to put the differences over South China Sea, human rights and cyber security high on their agenda, according to Daniel Russel, assistant secretary of state for East Asia and the Pacific. President Obama has recently announced that 450 US military advisors will be sent to take the fight to the Islamic State.  The question remains as to whether the president has done too little too late or if, in fact, US advisors on the ground will make a significant difference. The move allows the US to train the Iraqi security forces more directly and also to provide advice to the sunni militias fighting in Anbar Province and other strategic areas. The USA Freedom Act eliminates the NSA’s powers to collect phone records. He also made a comment that the U.S. military will continue with regular patrol of the international waters and airspace of the disputed region in the South China Sea. A review by the State department into the emails sent by Hilary Clinton from a personal email account while she was secretary of state, is set to be completed by mid-January. A private server containing some 55,000 pages of emails sent by Hilary Clinton while she was in office through a personal email account is now being looked at by the State Department but the review of these emails is set to take months and move into next year. Civil unrest across the United States following the deaths of black men at the hands of the police authorities has led President Barack Obama to take some direct action in restricting the equipment available for officers. According to a report by Reuters, the president has outlined his plans to bring in new restrictions regarding the use of military equipment by members of police departments across the country. The new plans will see heavy equipment such as explosive resistant vehicles with tacked wheels similar to a tank, being banned by use of the police.  Other equipment more normally associated with the military and not the police, including mine resistant ambush protected vehicles and riot shields will be available to police, however they will be forced to provide added justification for their use in the future.
